UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS

REGULAR MEETING – JULY 11, 2022 – 7:30 P.M. – CLASSROOM “A” – CORSICA-STICKNEY HIGH SCHOOL

 

The Regular Meeting of the Corsica-Stickney Board of Education was held on Monday, July 11, 2022.  The 2022-2023 Budget Hearing preceded the regular meeting. With final figures incomplete until the end of August, the budget will be adopted at the September 2022 board meeting. The budget hearing closed at 7:27 p.m.

 

Board Members Present: Jeremy Wright, Chad Clites, Roxann Gerlach, Darci Neugebauer, and Jennifer Van Gorp

Members Absent: Micheal Plooster and Shannon Tolsma

Officers Present:  Scott Muckey, Superintendent; Brittney Eide, Secondary Principal; Ferra Kemp, Elementary Principal; and Angie Feenstra, Business Manager.

 

Pastor Scott Nichols gave a prayer prior to the start of the meeting

 

President Wright called the meeting to order at 7:32 p.m. and a quorum was established. The Pledge of Allegiance preceded the approval of the meeting agenda.

 

Open Forum/Public Discussion

No guests present.

 

Approve Agenda

Motion by Van Gorp second by Gerlach to approve the agenda as presented. Motion carried.

 

Conflict of Interest Disclosure

Motion by Clites second by Van Gorp to acknowledge the following disclosures: Scott Muckey’s spouse, Sheryl Muckey, works for the Corsica-Stickney School District as a teacher; Jeremy Wright’s spouse, Natalie Wright, works as a speech therapist for the CORE Cooperative which the school is a member; Shannon Tolsma will be the 7th/8th Football Coach for the 2022 football season; Micheal Plooster is the store manager of C&B Operations which provides parts, sales, and service for school equipment and also the 5th/6th Boys Basketball Coach; Darci Neugebauer’s spouse, Mike Neugebauer, does some IT work for the school; the Corsica-Stickney Board of Education determines these conflicts are fair, reasonable, and not contrary to the public interest. (SDCL 6-1-17). Motion carried.

 

Oaths of Office

Incumbent board member Darci Neugebauer signed her oath of office beginning her three-year term on the Board of Education. Business Manager Feenstra signed an oath of office for FY 2022. (Plooster will take his oath of office at next board meeting).

 

Meeting was turned over to Business Manager Feenstra for election of board president.

 

Election of 2022-2023 President

Motion by Clites second by Van Gorp to nominate Jeremy Wright for Board President for 2022-2023.

Motion by Clites second by Gerlach that nominations cease and to cast a unanimous ballot for Wright. Motion carried.

 

Meeting was turned over to President Wright.

 

Election of 2022-2023 Vice-President

Motion by Van Gorp second by Neugebauer to nominate Chad Clites for Vice-President. Motion by Gerlach second by Van Gorp that nominations cease and to cast a unanimous ballot for Clites. Motion carried.

 

Approval of Minutes

Motion by Clites second by Gerlach to approve the June 13, 2022 Regular Meeting Minutes and the June 27, 2022 Special Meeting Minutes. Motion carried.

 

Approval of Financial Statement

Motion by Van Gorp second by Neugebauer to approve the June 2022 Financial Statement. Motion carried.

Motion by Gerlach second by Neugebauer to approve the June 2022 Custodial Accounts Report with a beginning balance of $26,902.06, disbursements of $9,502.32, receipts of $4,112.53, for an ending balance of $21,512.27. Motion carried. The 2022 fiscal year end Custodial Report was also presented.

Approval of Mid-Central Minutes

Mid-Central meeting will not be held till next week so there were no minutes to approve. Motion by Neugebauer second by Gerlach to appoint Jeremy Wright as the Mid-Central Representative with any board member authorized to be an alternate. Motion carried.

 

Approval of Core Education Cooperative Minutes

Motion by Van Gorp second by Gerlach to approve the minutes of the June 29, 2022 Core Education Coop meeting and appoint Chad Clites as the Core Representative with any board member authorized to be an alternate. Motion carried.

 

Official Meeting Dates

Motion by Van Gorp second by Gerlach to set the second Monday of each month as the regular school board meeting dates. Due to holiday conflict the October meeting will be moved to the second Wednesday of the month. The meeting times will be 7:30 p.m. with Classroom “A” at the high school and the study hall room at the elementary school being used as the regular meeting places on an alternating basis. Motion carried. The school board agendas will be placed on the district website.

 

Board Pay

Motion by Neugebauer second by Clites to leave the board pay the same for the 2022-2023 school year. Board Chair will receive $60/meeting, Board Members will receive $50/meeting and Committee Meetings will be paid at $30/meeting. Motion carried.

 

2022-2023 Designations

Motion by Clites second by Van Gorp to designate Bank of the West-Corsica, American Bank & Trust-Stickney, Farmers State Bank-Parkston, BankWest-Armour, U.S. Bank and SD FIT as official depositories; Angie Feenstra and Scott Muckey as custodians of school accounts; Corsica Globe and Stickney Argus as official newspapers and Churchill, Manolis, Freeman, Kludt, & Burns Law Firm as the school attorney. Motion carried. The school board proceedings are also placed on the school’s website.

 

School Lunch Agreement

Motion by Gerlach second by Neugebauer to authorize Scott Muckey to institute the school lunch agreement for 2022-2023 school year. Motion carried.

 

Set Lunch Prices for 2022-2023

Motion by Gerlach second by Van Gorp to set the 2022-2023 breakfast/lunch prices as follows: PK-12 Breakfast: $2.00; Adult Breakfast: $2.50; K-6 Lunch: $3.00; 7-12 Lunch: $3.40; Adult Lunch price will be set upon state requirements. Motion carried.

 

Parliamentary Procedure

Motion by Clites second by Neugebauer to use the Roberts Rules of Order as a guide for the parliamentary procedure for school board meetings. Motion carried.

 

RESOLUTION #61- Investment of District Funds

Motion by Van Gorp second by Gerlach to authorize the business manager to invest and reinvest school funds in an institution, which serves the greatest advantage to the school district.  UPON ROLL CALL VOTE:  Aye – Clites, Gerlach, Neugebauer, Van Gorp & Wright; Nay – None; Absent – Plooster & Tolsma. Motion carried, resolution adopted.

 

Truancy Officer

Motion by Van Gorp second by Neugebauer to appoint the Superintendent and Principals as Truancy Officers. Motion carried.

 

School Closings

Motion by Gerlach second by Clites to designate Superintendent Muckey who will then use the line-of-authority to close school for emergency situations and inclement weather. Motion carried.

                                   

Kitchen/Gym Rental 

Motion by Van Gorp second by Neugebauer to leave the elementary and high school gym and high school kitchen area and commons rent the same as last school year. Motion carried.

 

Season Activity Passes

Motion by Clites second by Gerlach to leave the season activity passes and game admission prices the same as the 2021-2022 school year. Motion carried. Those prices are Family pass $60.00; adult pass $30.00; student pass $10.00. Regular gate admission will be $5.00 for adults and $3.00 for students and double headers will be $6.00 for adults and $4.00 for students. Senior citizens (65 plus) free with a senior citizen pass.

 

Student Insurances

Motion by Van Gorp second by Clites to provide all students information on the Delta Dental and Student Assurance Services and to approve the catastrophic insurances as recommended by the SDHSAA to those who participate in high school activities. Motion carried.

 

Board of Education Policies and Procedures Manuals

Motion by Gerlach second by Neugebauer that the Corsica-Stickney School District Policy and Procedure Manual and the ASBSD School Board Handbook, the Negotiated Agreements Manual and the CORE Cooperative Special Education Manual serve as our guidelines and shall be employed by all school personnel. Motion carried. All manuals are on file and available in the central office.

 

Non-Discrimination Policy

Motion by Van Gorp second by Gerlach to approve the district’s Non-Discrimination Policy. Motion carried.

 

School District Assurance Statements

Motion by Neugebauer second by Clites to approve the School District Assurance Statements for the 2022-2023 school year. Motion carried.

 

Establish Mileage, Room and Meal Rates

Motion by Gerlach second by Van Gorp to leave the lodging at single room rate, mileage at state rate and the meal allowance the same at $25.00 per day for 2022-2023 ($5.00 breakfast, $10.00 dinner and $10.00 supper) for state sponsored events only. Motion carried.

 

Gas/Diesel/Heating Fuel Quotes

Motion by Van Gorp second by Neugebauer to authorize the business manager to get bids/quotes for Gas/Diesel/Heating Fuel as needed. Motion carried.

 

Corsica-Stickney School Community Improvement Plan

Motion by Clites second by Gerlach to approve the council concept of the Corsica-Stickney School Community Improvement Plan. Motion carried.

 

Student Handbook, Laptop Handbook and EL Handbook for 2022-2023

The 2022-2023 Handbooks are on-line at www.corsica-stickney.k12.sd.us. Motion by Van Gorp second by Neugebauer to approve the handbook. Motion carried.

 

Signature Stamps/Electronic Transfers

Motion by Neugebauer second by Gerlach to approve the use of signature stamps for the Superintendent, Business Manager, & Board Chairman and to authorize payroll transactions and transfers between school bank accounts as the allowable electronic fund transfers. Motion carried.

 

Appoint Title I/Consolidated Application Administrator and Section 504 Coordinator

Motion by Clites second by Van Gorp to appoint the Superintendent as the Title I/ Consolidated Application Administrator and Section 504 Coordinator for the 2022-2023 school year. Motion carried.

 

Approve Course Guidelines

Motion by Gerlach second by Neugebauer to approve course guidelines for the South Dakota academic content standards in language arts, mathematics, science, and social studies as well as any other course guides provided by the state as authorized by SDCL 13-3-48. Motion carried.

 

School Opening Guide-Return to Learn Plan Comments/Updates

Motion by Neugebauer second by Gerlach to approve the School Opening Guide-Return to Learn Plan. The plan can be found on the school webpage. Motion carried.

 

Appoint Title IX Coordinator, Investigator, & Appellate Decision Maker

Motion by Van Gorp second by Clites to appoint Brittney Eide as the Title IX Coordinator, Ferra Kemp as Title IX Investigator, and Scott Muckey as Appellate Decision Maker. Motion carried.

 

ARP-ESSER Plan Comments/Updates

Motion by Gerlach second by Neugebauer to approve the ARP-ESSER Plan. The plan can be found on the school webpage. Motion carried.

 

Principal Reports

Principal Kemp reported on summer school and participation numbers. Principal Eide informed the board of the athlete/parent/coach meeting that will be held on August 2.

 

Others

Other items discussed were homecoming, building progress and the upcoming ASBSD convention. Jeremy Wright will be voting delegate with Chad Clites being alternate.

Surplus Bids

Motion by Clites second by Gerlach to accept the bid of $25 from Ron Prien for all of the upper cabinets that were previously declared surplus. Motion carried.

 

Approve Lease Agreement

Motion by Van Gorp second by Neugebauer to approve the lease agreement with CORE Educational Coop. They will be leasing multiple rooms at the Corsica elementary building for $1,000 per month. These rooms will be used for two new programs directed by CORE Coop. Motion carried.

There being no further business, at 9:35 p.m., motion by Van Gorp second by Neugebauer to adjourn. Motion carried. The next regular meeting will be held Monday, August 8, 2022 at 7:30 p.m. in the Study Hall Room of Corsica-Stickney Elementary School.
