UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS
REGULAR MEETING – APRIL 10, 2023 – 7:30 P.M. – STUDY
HALL ROOM – CORSICA-STICKNEY ELEMENTARY SCHOOL
The Regular Meeting of the Corsica-Stickney
Board of Education was held on Monday, April 10, 2023 – 7:30 p.m. in the Study
Hall Room of Corsica-Stickney Elementary School.
Members Present: Jeremy Wright, President; Chad
Clites, Roxann Gerlach, Darci Neugebauer, Micheal Plooster, and Jennifer Van
Gorp
Members Absent: Shannon Tolsma
Officers Present: Scott Muckey, Superintendent; Ferra Kemp,
Elementary Principal and Angie Feenstra, Business Manager.
A time of silent prayer was held prior to the
start of the meeting.
President Wright called the meeting to order at
7:39 p.m. and a quorum was established. The Pledge of Allegiance preceded the
approval of the meeting agenda.
No one was present for open forum/public
discussion.
There were no conflicts of interest to
disclose.
Motion by Plooster second by Gerlach to approve
the agenda with additions as presented. Motion carried.
Further discussion was held on purchasing a
fully automatic timer for track. Next year automatic timing will be mandatory
for all sanctioned track meets. Mr. Muckey is working on purchasing the system
with a couple other schools to lower the cost for each school.
Motion by Clites second by Van Gorp to approve
the minutes from the March 13, 2023 Regular Board Meeting. Motion carried.
Motion by Gerlach second by Van Gorp to approve
the CORE Meeting minutes from the April 6, 2023 Regular Board Meeting. Motion
carried.
Motion by Neugebauer second by Plooster to
approve the Mid-Central Meeting minutes from the March 21, 2023 Regular Board
Meeting. Motion carried.
Motion by Plooster second by Van Gorp to
approve the March 2023 Financial Statement. Motion carried.

Motion by Van Gorp second by Clites to approve
the March 2023 Custodial Account Report with a beginning balance of $38,942.51,
disbursements of $25,840.40, receipts of $19,770.47, for an ending balance of $32,872.58.
Motion carried.
Motion by Plooster second by Van Gorp to
approve the April 2023 listing of bills. Motion carried.

Motion by Neugebauer second by Gerlach to
approve the amendment for the Northern Plains Insurance Pool Joint Powers
agreement. Motion carried.
Motion by Plooster second by Van Gorp to
approve the agreement with Sno-Enviro for asbestos abatement at the Stickney
Elementary School. Motion carried.
Motion by Clites second by Gerlach to approve
the open enrollment of a student into our district. Motion carried.
Motion by Neugebauer second by Gerlach to
approve the employee agreements for the 2023-2024 school year of the following
classified staff: Luke Bamberg, Adam Bormann, Rod Bormann, Cindy Bosma, Dan
Bosma, Kristie Burke, Margaret Casavan, Brenda Dykstra, Ronald Heidinger, Cindy
Koster, Connie Matzner, Doris Metzger, Janet Moser, Phyllis Muilenburg, Al
Munneke, Jodie Nichols, Gregg Olawsky, Phyllis Pennings, Chris Plamp, Dennis
Plooster, Elaine Plooster, Micheal Plooster, Samantha Prien, Hannah Reimnitz,
Wilton Rodriquez, Larry Schoenrock, Sherry Schumacher, Terra Spaans, Shannon
Tolsma, Jean Van Genderen and Jason Wolbrink. Motion carried with Plooster
abstaining.
Motion by Van Gorp second by Clites to accept
the teaching/coaching resignation from Jessica Juhnke effective the end of the
school year. Motion carried.
The board would like to thank her for her years
of service to our district.
Principal Kemp reported that the 5-8 Vocal
contest was held in Armour and the 5-8 Instrumental contest will be held at the
end of the month in Platte. State testing will be starting soon and the field
trips and preschool transition night are planned.
Motion by Van Gorp second by Gerlach to approve
the School Board Resolution authorizing the Corsica-Stickney School District
#21-3 membership in the South Dakota High School Activities Association for the
period beginning July 1, 2023 and ending on June 30, 2024. UPON ROLL CALL VOTE: Aye-Clites, Gerlach,
Neugebauer, Plooster, Van Gorp, and Wright. Nay – None. Absent – Tolsma. Motion
carried. A copy of this resolution is on file at the office of the
Corsica-Stickney School Superintendent.
Other items discussed were trees/shrub removal,
indoor air purifiers that we can potentially get through the state, and
changing the last day of school to May 16. The board looked over some sample
wellness center policies/procedures. There will be a public auction on May 23
at the Stickney campus to sell items from the elementary building before it
gets torn down. Also on the sale will be the school owned land that is located
in Harrison.
Motion by Gerlach second by Neugebauer to
declare all items on the sale bill as surplus property to be sold at live
auction on May 23 at the Stickney campus. And also the VTEL and weight set as
surplus items at zero value to be disposed of due to age/liability concerns.
Motion carried.
At 9:08 p.m., motion by Van Gorp second by Neugebauer
to go into executive session to discuss personnel matter pursuant to SDCL
1-25-2(1) and contract negotiations pursuant to SDCL 1-25-2(4). Motion carried.
Declared out of executive session at 11:44 p.m. by President Wright.
Motion by Gerlach second by Van Gorp offer the
Head Girls Basketball coaching contract to Kyle Wieczorek and 7th/8th
Volleyball coach to Jacque Boyle. Motion carried.
There being no further business, at 11:47 p.m.,
motion by Plooster second by Gerlach to adjourn. Motion carried. The next
regular meeting date will be Monday, May 8, 2023 at 7:30 p.m. in classroom “A” of
the Corsica-Stickney High School.
