UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS

REGULAR MEETING – APRIL 11, 2022 – 7:30 P.M. – CLASSROOM “A” – CORSICA-STICKNEY HIGH SCHOOL

 

The Regular Meeting of the Corsica-Stickney Board of Education was held on Monday, April 11, 2022 – 7:30 p.m. in Classroom “A” of Corsica-Stickney High School.

 

Members Present: Jeremy Wright, President; Chad Clites, Roxann Gerlach (via zoom), Darci Neugebauer, Shannon Tolsma, and Jennifer Van Gorp

Members Absent: Micheal Plooster

Officers Present:  Scott Muckey, Superintendent; Brittney Eide, Secondary Principal; Ferra Kemp, Elementary Principal and Angie Feenstra, Business Manager.

 

Pastor Scott Nichols gave a prayer prior to the start of the meeting.

 

President Wright called the meeting to order at 7:31 p.m. and a quorum was established. The Pledge of Allegiance preceded the approval of the meeting agenda. 

 

Open Forum/Public Discussion

No one was present for open forum/public discussion.

 

Conflict of Interest Disclosure

There were no conflicts of interest to disclose.

 

Approve Agenda

Motion by Tolsma second by Neugebauer to approve the agenda with additions as presented. Motion carried.

 

Unfinished Business

Surplus Van

Motion by Clites second by Van Gorp to accept the bid from Joel Prien for the 2001 Chrysler Voyager for $250. No other bids were received. Motion carried.

 

Approval of Minutes

Motion by Van Gorp second by Tolsma to approve the minutes from the March 14, 2022 Regular Board Meeting. Motion carried.

 

CORE Minutes

Motion by Tolsma second by Neugebauer to approve the CORE Meeting minutes from the April 7, 2022 Regular Board Meeting. Motion carried.

 

Approval of Financial Statement

Motion by Van Gorp second by Tolsma to approve the March 2022 Financial Statement. Motion carried.

 

March 2022 Custodial Account Report

Motion by Neugebauer second by Van Gorp to approve the March 2022 Custodial Account Report with a beginning balance of $30,351.25, disbursements of $19,059.97, receipts of $19,627.93, for an ending balance of $30,919.21. Motion carried. 

 

Approval of Bills

Motion by Clites second by Neugebauer to approve the April 2022 listing of bills. Motion carried.

 

 

School Opening Guide-Return to Learn Plan Comments/Updates

Motion by Tolsma second by Van Gorp to update the School Opening Guide-Return to Learn Plan based on the new recommendations by the CDC/SD DOH. The plan can be found on the school webpage. Motion carried.

 

ARP-ESSER Plan Comments/Updates

No updates were made to the ARP-ESSER Plan. The plan can be found on the school webpage.

 

Resignations

Motion by Van Gorp second by Clites to approve the resignation received from Ashley Olsen, Title I/Computer Teacher. Motion carried.

 

The school board would like to her for the time she spent at Corsica-Stickney School.

 

Contract/Agreement Approval

Motion by Clites second by Neugebauer to approve the part-time contracts of Peggy Casavan, PE Teacher; Mica Foxley, Elementary Counselor; Ron Swier, JH/HS Counselor; Mike Tuschen, Business Teacher; and employee agreements for the 2022-2023 school year of the following classified staff: Luke Bamberg, Adam Bormann, Cindy Bosma, Kristie Burke, Margaret Casavan, Brenda Dykstra, Ronald Heidinger, Cindy Koster, Connie Matzner, Doris Metzger, Janet Moser, Phyllis Muilenburg, Al Munneke, Jodie Nichols, Gregg Olawsky, Phyllis Pennings, Johanna Pfiester, Dennis Plooster, Elaine Plooster, Bonny Prien, Samantha Prien, Hannah Reimnitz, Wilton Rodriquez, Sherry Schumacher, Terra Spaans, Shannon Tolsma, and Jean Van Genderen. Motion carried with Tolsma abstaining.

 

Health Insurance Update

Business Manager Feenstra gave an update on the health insurance offered by the school for the upcoming school year.

 

Principal Reports

Principal Kemp recently held a preschool transition night at the elementary that was well attended. The 5-8 Vocal contest was recently held in Armour and the 5-8 Instrumental contest will be held at the end of the month in Platte. State testing will be starting on April 19 and field trip plans are in the works.

 

Principal Eide stated that the spring concert, prom, and State FCCLA are complete. State testing has started as well as dual credit sign up.

 

Resolution C/S #58 – SDHSAA Membership

Motion by Tolsma second by Van Gorp to approve the School Board Resolution authorizing the Corsica-Stickney School District #21-3 membership in the South Dakota High School Activities Association for the period beginning July 1, 2022 and ending on June 30, 2023.  UPON ROLL CALL VOTE: Aye-Clites, Gerlach, Neugebauer, Tolsma, Van Gorp, Wright. Nay – None. Absent – Plooster. Motion carried. A copy of this resolution is on file at the office of the Corsica-Stickney School Superintendent.

 

Reports, Up-Dates, and Others

Other items discussed were the school board election that will be on May 17, 2022. The school calendar may be amended as long as there are no more unplanned days off school.

 

Executive Session – SDCL 1-25-2 (1) Personnel Matter & SDCL 1-25-2 (4) Contract Negotiations

At 8:21 p.m., motion by Van Gorp second by Clites to go into executive session to discuss personnel matter pursuant to SDCL 1-25-2(1) and contract negotiations pursuant to SDCL 1-25-2(4).   Motion carried.  Declared out of executive session at 10:31 p.m. by President Wright.

 

Stipend Pay

Motion by Neugebauer second by Van Gorp to pay a one-time stipend to Heather Andera in the amount $1000.00 for EL Services performed while other staff was out on extended leave. Motion carried.

 

Adjourn

There being no further business, at 10:32 p.m., motion by Tolsma second by Neugebauer to adjourn.  Motion carried. The next regular meeting date will be Monday, May 9, 2022 at 7:30 p.m. in the study hall room of the Corsica-Stickney Elementary School.
