MEETING SEPTEMBER 14, 2020 7:30 P.M. CLASSROOM A CORSICA-STICKNEY
HIGH SCHOOL
The
Regular Meeting of the Corsica-Stickney Board of Education was held on Monday,
September 14, 2020 7:30 p.m. in Classroom A of Corsica-Stickney High
School.
Members
Present: Jeremy Wright, President; Chad Clites, Jennifer Van Gorp, Jason Lagge,
Darci Neugebauer, Micheal Plooster and Shannon Tolsma (arrived at 7:48pm).
Officers
Present: Scott Muckey, Superintendent; Brittney
Eide, Secondary Principal; Ferra Kemp, Elementary Principal and Angie Feenstra,
Business Manager.
Pastor
Gary Maas gave a prayer prior to the meeting.
President
Wright called the meeting to order at 7:36 p.m. and a quorum was established.
The Pledge of Allegiance preceded the approval of the meeting agenda.
There
was nobody present for open forum.
No
conflicts of interest to disclose.
Motion
by Van Gorp seconded by Lagge to approve the agenda as presented. Motion carried.
The
Rental Agreement for a JD 5090E Tractor and JD 520M Loader was reviewed. Motion
by Van Gorp seconded by Lagge to approve the lease of the tractor and loader
from C&B. Plooster abstained from voting. Motion carried.
Bids
were opened on the surplus property the district had for sale. One bid was
received from KKT Properties for $42,800. Motion by Neugebauer seconded by
Clites to award the bid to KKT Properties. Motion carried.
Motion
by Plooster seconded by Van Gorp to approve the minutes from the August 10,
2020 Regular Board Meeting. Motion carried.
Motion
by Lagge seconded by Clites to approve the August 2020 Financial Statement. Motion
carried.
Motion
by Van Gorp seconded by Plooster to approve the August 2020 Trust and Agency
Report with a beginning balance of $23,950.55, disbursements of $1,659.93,
receipts of $1,679.00, for an ending balance of $23,969.62. Motion carried.
Tolsma
arrived.
Motion
by Van Gorp seconded by Lagge to approve the September 2020 listing of
bills. Motion carried.
Motion
by Plooster seconded by Neugebauer to approve the minutes of the September 10,
2020 CORE Educational Coop meeting.
Motion carried.
Motion
by Tolsma seconded by Lagge to approve the minutes of the September 14, 2020
Mid-Central Educational Coop meeting.
Motion carried.
RESOLUTION
NO. 49
Adoption of Annual
Budget:
Let it be resolved, that the School
Board of the Corsica-Stickney School
District #21-3 after duly considering the proposed budget and its changes
thereto, to be published in accordance with SDCL 13-11-2 hereby approves and
adopts its amended proposed budget and changes thereto, to be its Annual Budget
for the fiscal year July 1, 2020 through June 30, 2021. The Adopted Annual Budget levy requests are
as follows:

Motion
by Tolsma seconded by Clites to approve and adopt the Amended Proposed Budget
and to have the levies shown certified to the Aurora, Davison, and Douglas
County Auditors Offices. UPON ROLL CALL
VOTE: Aye Plooster, Neugebauer, Lagge, Tolsma, Clites, Van Gorp, and Wright.
Nay None. Motion carried
Principal
Eide indicated that with homecoming next week all activities are still
happening some will have some adjustments to them. The staff and principals
have been working on accreditation review documentation. Congratulations to
Lorisa Broughton, who was named Girls Basketball Coach of the Year by the
SDHSCA.
Principal
Kemp has been pleased with how the school year has started and how students and
staff have adjusted to the new norms.
Building
Committee Reports
The
building committee gave reports on their recent meetings. The committee has
narrowed down different options for elementary building and auxiliary gym
additions. The next step is to send out request for proposals to architect
firms to narrow options even further. This will give the district some rough
budget numbers for all available options to have the necessary information to
present to the public for consideration. Motion by Plooster seconded by Lagge
to send out request for proposals to architect firms with the different options
outlined. Motion carried.
Essential
Staff
Every
employee within the district plays an important function in the day-to-day
operations, thus it is important to declare all employees as critical
infrastructure employees. School district attorney, Rodney Freeman, has made
this recommendation to all of the districts he represents.
Motion
by Clites seconded by Van Gorp to declare all Corsica-Stickney School District
Employees as Critical Infrastructure Employees.
This includes all certified and classified personnel, including
custodians, secretaries, paraprofessionals, teachers, bus drivers, and
administration. Motion carried.
COVID
Guidelines
Motion
by Tolsma seconded by Clites to follow the recommendations of Department of Health
in regards to close contact, exposure, and quarantine. Motion carried.
Agreement
Approval
Motion
by Lagge seconded by Plooster to approve the employment agreement of Samantha
Prien, paraprofessional, at a rate of $12.85 per hour. Motion carried.
Surplus
Property
Motion
by Van Gorp seconded by Neugebauer to declare the old freezer at the Corsica
campus as surplus property with zero value to be disposed of as it no longer
works. Motion carried.
At
9:25 p.m., motion by Clites seconded by Tolsma to go into executive session to
discuss personnel matters pursuant to SDCL 1-25-2(1). Motion carried. Declared out of executive session at 9:46 p.m.

There
being no further business, at 9:47 p.m., motion by Tolsma seconded by Lagge to
adjourn. Motion carried. The next regular meeting date will be Wednesday,
October 14, 2020 at 7:30 p.m. in the Study Hall Room of the Corsica-Stickney Elementary
School.
