UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS

REGULAR MEETING – NOVEMBER 9, 2020 – 7:30 P.M. – CLASSROOM “A” – CORSICA-STICKNEY HIGH SCHOOL

 

The Regular Meeting of the Corsica-Stickney Board of Education was held on Monday, November 9, 2020 – 7:30 p.m. in Classroom “A” of Corsica-Stickney High School. 

 

Members Present: Jeremy Wright, President; Chad Clites, Shannon Tolsma, Jason Lagge, Jennifer Van Gorp, and Mike Plooster (via conference call)

Members Absent: Darci Neugebauer

Officers Present:  Scott Muckey, Superintendent; Brittney Eide, Secondary Principal; Ferra Kemp, Elementary Principal and Angie Feenstra, Business Manager.

 

Pastor Scott Nichols gave a prayer prior to the meeting.

 

President Wright called the meeting to order at 7:35 p.m. and a quorum was established. The Pledge of Allegiance preceded the approval of the meeting agenda.

 

Open Forum/Public Discussion

No one was present for open forum/public discussion.

 

Approve Agenda

Motion by Van Gorp seconded by Lagge to approve the agenda with additions as presented. All members present voted aye. Motion carried.

 

Conflict of Interest Disclosure

There were no new conflicts of interest.

 

Approval of Minutes

Motion by Lagge seconded by Tolsma to approve the minutes from the October 14, 2020 Regular Board Meeting. All members present voted aye. Motion carried.

 

Approval of Financial Statement

Motion by Van Gorp seconded by Lagge to approve the October 2020 Financial Statement. All members present voted aye. Motion carried.

 

October 2020 Trust and Agency Report

Motion by Tolsma seconded by Clites to approve the October 2020 Trust and Agency Report with a beginning balance of $22,716.83, disbursements of $14,343.34, receipts of $19,590.42, for an ending balance of $27,963.91. All members present voted aye. Motion carried. 

 

Approval of Bills

Motion by Clites seconded by Van Gorp to approve the November 2020 listing of bills. All members present voted aye. Motion carried.

 

Approval of CORE Minutes

Motion by Tolsma seconded by Lagge to approve the minutes of the November 5, 2020 CORE Educational Coop meetings. All members present voted aye. Motion carried.

 

Approval of Mid-Central Coop Minutes

Motion by Tolsma seconded by Lagge to approve the minutes of the November 9, 2020 Mid-Central Educational Coop meeting. All members present voted aye. Motion carried.

 

Driver’s Education

Motion by Van Gorp seconded by Lagge to keep the driver’s education rate the same as last year. Mr. Muckey is the teacher and he will receive $120/student for their driving time. All members present voted aye. Motion carried.

 

Principal Reports

Principal Kemp discussed with the board different COVID happenings. The Corsica-Stickney Elementary will not be participating in the Prairie Reader competition this year. The Veteran’s Day Program will be on Jags Live and the students will be able to watch it from their classrooms.

 

Principal Eide informed the board that it is free college application week for SD Universities and many high school seniors have taken advantage of this opportunity.

 

Others

Due to COVID, the administration team proposed some ideas for upcoming events. Due to large turnouts and no space to properly social distance, the Elementary and High School Concerts will both be recorded and broadcasted on Jags Live. All basketball games will be limited by tickets. For single games each player will be allotted 4 tickets and for doubleheaders each player will be allotted 2 tickets. Student body will be limited to 50 students. The opposing team will be given the same limitations.

 

The Legislative trip for the Junior government class will be postponed until next year. The Juniors and Seniors will both attend the Legislative session in Spring 2022.

 

The building committee recently met with Puetz and Architecture Incorporated to discuss various options in regard to a building project(s). Puetz and Architecture Incorporated will be working together to create designs and cost estimates for possible building options. Information will be presented to the public when it becomes available.

 

COVID Preparation/Response Pay

Due to the many extra hours, responsibilities, and unknowns the staff has had to encounter due to the COVID pandemic, the proposal was made to pay them an additional amount as COVID Preparation/Response Pay with some of the Coronavirus Relief Funds received by the district. Motion by Van Gorp seconded by Clites to make a one-time payment of $1,082.84 to certified staff, full-time custodians, and admin based on full-time equivalency. Classified staff will receive a one-time payment of $649.79 prorated on full-time equivalency as well. In addition, November 25, 2020 will now be an in-service day instead of a school day. All members present voted aye. Motion carried.

 

Executive Session – SDCL 1-25-2 (1) Personnel Matter

At 10:03 p.m., motion by Tolsma seconded by Lagge to go into executive session to discuss personnel matters pursuant to SDCL 1-25-2(1). All members present voted aye. Motion carried. Declared out of executive session at 10:25 p.m. by President Wright.

 

Adjourn

There being no further business, at 10:26 p.m., motion by Lagge seconded by Tolsma to adjourn. All members present voted aye. Motion carried. The next regular meeting date will be Monday, December 14, 2020 at 7:30 p.m. in the Study Hall Room of the Corsica-Stickney Elementary School.
