UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS

REGULAR MEETING – OCTOBER 16, 2019 – 7:30 P.M. – STUDY HALL ROOM – CORSICA-STICKNEY ELEMENTARY SCHOOL

 

The Regular Meeting of the Corsica-Stickney Board of Education was held on Wednesday, October 16, 2019 – 7:30 p.m. in the Study Hall Room of Corsica-Stickney Elementary School. 

 

Members Present: Jeremy Wright, President; Chad Clites, Shannon Tolsma, Jennifer Van Gorp, Mike Plooster & Darci Neugebauer

Members Absent: Jason Lagge

Officers Present:  Scott Muckey, Superintendent; Andrew Fergen, Secondary Principal; Ferra Kemp, Elementary Principal and Angie Feenstra, Business Manager.

 

Pastor Gary Maas gave a short prayer prior to the meeting.

 

President Wright called the meeting to order at 7:32 p.m. and a quorum was established. The Pledge of Allegiance preceded the approval of the meeting agenda.

 

Conflict of Interest Disclosure

There were no new conflicts of interest.

 

Approve Agenda

Motion by Tolsma seconded by Van Gorp to approve the agenda with additions as presented.  Motion carried.

 

Open Forum/Public Discussion

There were no public comments.

 

Unfinished Business

Tractor/Snowblower

Motion by Van Gorp seconded by Neugebauer to approve the purchase of a new John Deere 1025R with snow blower and mower attachments. The 2014 JD 1025R with mower deck and the International 450 Tractor will be traded in with the difference being $11,500.00. Motion carried with Plooster abstaining.

 

Surplus

Motion by Clites seconded by Tolsma to declare the 2000 S-10 Pickup as surplus. The business manager will advertise for sealed bids. Motion carried.

 

Approval of Minutes

Motion by Neugebauer seconded by Plooster to approve the minutes from the September 9, 2019 Regular Board Meeting. Motion carried.

 

Approval of Financial Statement

Motion by Van Gorp seconded by Tolsma to approve the September 2019 Financial Statement.  Motion carried.

 

September 2019 Trust and Agency Report

Motion by Tolsma seconded by Plooster to approve the September 2019 Trust and Agency Report with a beginning balance of $17,497.49, disbursements of $5,075.48, receipts of $13,736.60, for an ending balance of $26,158.61.  Motion carried. 

 

Approval of Bills

Motion by Tolsma seconded by Clites to approve the October 2019 listing of bills.  Motion carried.

 

Approval of Mid-Central Minutes

Motion by Tolsma seconded by Neugebauer to approve the minutes of the October 14, 2019 Mid-Central Coop meeting.  Motion carried.

 

Approval of CORE Minutes

Motion by Tolsma seconded by Neugebauer to approve the minutes of the October 10, 2019 CORE Coop meeting.  Motion carried.

 

Audit Review and Exit Report

A copy of the FY 2019 audit was presented to the board for review.  Motion by Van Gorp seconded by Plooster to approve the audit report. Motion carried.

 

HS Copier Quotes

Quotes received for replacing the copier in the lounge at the high school were:

New Copier: Hard Drive Central - $3,495.00, Century Business - $6,228.00, A&B Business - $6,312.36, Innovative - $8,330.12, Innovative - $8,805.24, Elite Business - $8,817.00

Used Copier: Century Business - $3,450.00, Elite Business - $4,000.00, Williams Office - $5,500.00, A&B Business - $5,600.00.

Motion by Tolsma seconded by Van Gorp to accept the quote of the new machine from Hard Drive Central for $3,495.00. Motion carried.

 

National Blue Ribbon School

The school board would like to congratulate the staff and students of the Corsica-Stickney Elementary School for being recognized as a National Blue Ribbon School. The principal and one teacher will be going to Washington D.C. to accept the award.

 

Principal Reports

Principals Fergen and Kemp both reported that Parent-Teacher Conferences were well attended and both the elementary and high schools enjoyed the visit from Miss South Dakota. Fergen informed the board that the oral interp team won the CBH competition.

 

Others

Other items discussed were drainage by the high school, vaping sensors, fall enrollment, school sharing, working being done at track, cash balance/teacher accountability, bus issues, and tuck pointing at the elementary. It was also discussed that November 15, 2019 will be added back into the school calendar as a day of school to make up for one of the flooding days.

 

Executive Session – SDCL 1-25-2 (1) Personnel Matter

At 9:18 p.m., motion by Tolsma seconded by Clites to go into executive session to discuss personnel matters pursuant to SDCL 1-25-2(1).   Motion carried.  Declared out of executive session at 9:29 p.m. by President Wright.

 

Adjourn

There being no further business, at 9:30 p.m., motion by Tolsma seconded by Clites to adjourn.  Motion carried.  The next regular meeting date will be Monday, November 11, 2019 at 7:30 p.m. in Classroom “A” of the Corsica-Stickney High School.
