SCHOOL
The
Regular Meeting of the Corsica-Stickney Board of Education was held on Monday, March
9, 2020 – 4:45 p.m. in Classroom “A” of Corsica-Stickney High School.
Members
Present: Jeremy Wright, President; Chad Clites, Shannon Tolsma, Jennifer Van
Gorp, Micheal Plooster, & Darci Neugebauer
Members
Absent: Jason Lagge

Present: Scott Muckey, Superintendent; Andrew
Fergen, Secondary Principal; Ferra Kemp, Elementary Principal and Angie
Feenstra, Business Manager.

Wright called the meeting to order at 4:57 p.m. and a quorum was established.
Executive Session –
SDCL 1-25-2 (1) Personnel Matter
At
4:58 p.m., motion by Tolsma seconded by Neugebauer to go into executive session
pursuant to SDCL 1-25-2(1) to interview for the high school principal position.
Motion carried. Declared out of executive session at 7:38 p.m. by President
Wright.
After
a short recess, the meeting resumed at 7:47 p.m. and a silent prayer and Pledge
of Allegiance preceded the approval of the meeting agenda.
No
public discussion was held.
Motion
by Tolsma seconded by Plooster to approve the agenda with additions as
presented. Motion carried.
There
were no conflicts of interest to disclose.
Motion
by Tolsma seconded by Van Gorp to approve the minutes from the February 10,
2020 Regular Board Meeting and the March 2, 2020 Special Board Meeting. Motion
carried.
Motion
by Van Gorp seconded by Clites to approve the February 2020 Financial
Statement. Motion carried.
Motion
by Tolsma seconded by Plooster to approve the February 2020 Trust and Agency
Report with a beginning balance of $32,541.48, disbursements of $14,047.18,
receipts of $9,911.63, for an ending balance of $28,405.93. Motion carried.
Motion
by Tolsma seconded by Van Gorp to approve the March 2020 listing of bills. Motion carried.
Motion
by Tolsma seconded by Neugebauer to approve the minutes of the March 5, 2020
CORE Coop meeting. Motion carried.
Motion
by Tolsma seconded by Plooster to cast a vote for Terrence Crandall of Yankton
School District for the ASBSD Board of Directors. Motion carried.
Motion
by Clites seconded by Van Gorp to approve the School Board Resolution
authorizing the Corsica-Stickney School District #21-3 membership in the South
Dakota High School Activities Association for the period beginning July 1, 2020
and ending on June 30, 2021. UPON ROLL
CALL VOTE: Aye-Van Gorp, Clites, Tolsma, Neugebauer, Plooster & Wright. Nay
– None. Absent –Lagge. Motion carried. A copy of this resolution is on file at
the office of the Corsica-Stickney School Superintendent.
Motion
by Plooster seconded by Clites to approve the contract with Education Connect
for instructional coaching for the 2020-2021 school year for the middle
school/high school. Motion carried.
Motion
by Van Gorp seconded by Neugebauer to authorize the business manager to secure
Schoenfish & Co. for the FY2020 audit. Motion carried.
Motion
by Van Gorp second by Tolsma to approve the contracts of the following staff:
Jacqueline Boyle, Jason Broughton, Lorisa Broughton, Peggy Casavan, Kristie
Clark, LaNae Fuerst, Wade Gall, Kristine Gillette, Vickie Guenthner, Kylene
Hongslo, Stacey Hosman, Mark Joachim, Danielle Johnson, Brian Jorgensen, Halie
Kirwan, Michelle Koch, Sheryl Muckey, Ashley Olsen, Nicole Reichert, Christina
Strid, Michael Tuschen, & Allyson Waldner. Motion carried.
Principal
Fergen showed an example of the what the 3D printer can produce. He also gave a
short update on 2020-2021 sports schedules.

Kemp had nothing new to report.
Motion
by Tolsma seconded by Neugebauer to give Scott Muckey, Superintendent, the
authorization to sign a purchase agreement for the following parcel of land:
The
South 106’ of Lot 2 of M.F. Lefer’s First Addition in the NE1/4 of Section 3, T
99 N, R 64 W of the 5th P.M., Douglas County, South Dakota; and
the South 106’ of Lot B of Larson’s Addition, a subdivision of the NE1/4 of
Section 3, T 99 N, R 64 W of the 5th P.M. in the City of Corsica,
Douglas County, South Dakota
The
purchase price will be $15,000.00. Motion carried.
Other
items discussed were the need for housing in both communities, removal of old
underground fuel storage tank through a state program, coronavirus awareness
and plans, and senior skip day.
At
9:17 p.m., motion by Tolsma seconded by Van Gorp to go into executive session
to discuss personnel matter pursuant to SDCL 1-25-2(1). Motion carried. Declared out of executive session at 9:58 p.m.

by Plooster seconded by Clites to issue employee agreements for the 2020-2021
school year to the following classified staff: Corey Baumiller, Amber Blom, Rodney
Bormann, Cindy Bosma, Kristie Burke, Margaret Casavan, Jennifer DeLange, Brenda
Dykstra, Ronald Heidinger, Jessica Juhnke, Josh Kemp, Cindy Koster, Connie
Matzner, Janet Moser, Phyllis Muilenburg, Gregg Olawsky, Phyllis Pennings,
Johanna Pfiester, Dennis Plooster, Elaine Plooster, Bonny Prien, Hannah
Reimnitz, Sherry Schumacher, Terra Spaans, Eugene Tastad, Angie Teel, Shannon
Tolsma, Karla VandenBerge, Jean Van Genderen, Letha Van Vuuren, and Kyle
Wieczorek. Motion carried.
There
being no further business, at 9:59 p.m., motion by Van Gorp seconded by Plooster
to adjourn. Motion carried. The next regular meeting date will be Wednesday,
April 15, 2020 at 7:30 p.m. in Classroom “A” of the Corsica-Stickney High
School.
