UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS

REGULAR MEETING – DECEMBER 10, 2018 – 7:30 P.M. – STUDY HALL ROOM – CORSICA-STICKNEY ELEMENTARY SCHOOL

 

The Regular Meeting of the Corsica-Stickney Board of Education was held on Monday, December 10, 2018 – 7:30 p.m. in the Study Hall room of Corsica-Stickney Elementary School. 

 

Members Present: Jeremy Wright, President; Chad Clites, Jason Lagge, Jennifer Van Gorp, Nicole Bamberg, Don Odens & Shannon Tolsma (arrived at 7:39 p.m.).

Members Absent:

 

Officers Present:  Scott Muckey, Superintendent; Andrew Fergen, Secondary Principal; Ferra Kemp, Elementary Principal; and Angie Feenstra, Business Manager.

 

Guests: Kris VanZee, Wendy Barse, & Shelly Menning

 

A silent prayer was held prior to the meeting.

 

President Wright called the meeting to order at 7:30 p.m. and a quorum was established. The Pledge of Allegiance preceded the approval of the meeting agenda.

 

Open Forum/Public Discussion

No presentations were made.

 

Approve Agenda

Motion by Lagge seconded by Van Gorp to approve the agenda with additions as presented.  Motion carried.

 

Conflict of Interest Disclosure

There were no new conflicts of interest.

 

Unfinished Business

Generator Grant in Stickney

Jim Nielsen was unavailable for an update on the generator grant. 

 

Approval of Minutes

Motion by Lagge seconded by Bamberg to approve the minutes from the November 12, 2018 Regular Board Meeting. Motion carried.

 

Approval of Financial Statement

Motion by Van Gorp seconded by Clites to approve the November 2018 Financial Statement.  Motion carried.

 

November 2018 Trust and Agency Report

Motion by Lagge seconded by Van Gorp to approve the November 2018 Trust and Agency Report with a beginning balance of $20,411.85 disbursements of $4,991.61, receipts of $4,989.55, for an ending balance of $20,409.79.  Motion carried. 

 

Approval of Bills

Motion by Tolsma seconded by Bamberg to approve the December 2018 listing of bills.  Motion carried.

 

Approval of Mid-Central Minutes

Motion by Lagge seconded by Tolsma to approve the minutes of the December 10, 2018 Mid-Central Coop meeting.  Motion carried.

 

Approval of CORE Minutes

Motion by Tolsma seconded by Van Gorp to approve the minutes of the December 6, 2018 CORE Educational Coop meetings.  Motion carried.

 

Junior/Senior Government Trip to Pierre

Motion by Bamberg seconded by Lagge to allow the juniors and seniors to make a trip to Pierre to attend the legislative session on February 11, 2019. Motion carried.

 

Set 2019 Election Date

Motion by Tolsma seconded by Lagge to set the school board election for May 21, 2019 and election officials will be contacted as the election date gets closer.  Motion carried.

 

Propane Bids for 2019-2020 and 2020-2021

Bids were requested for 20,000 gallons of propane for the Elementary School for the 2019-2020 and 2020-2021 heating seasons.  Bid prices received for the 2019-2020 heating season were: Farmers Alliance - $0.95; Brooks Oil - $0.95; Van Brothers - $0.95; Country Pride - $1.14. Bid prices received for the 2020-2021 heating season were: Farmers Alliance - $0.95; Brooks Oil - $1.006; Van Brothers - $1.02; Country Pride - $1.19.  Motion by ­Lagge seconded by Clites to accept the bids from Farmers Alliance for the 2019-2020 and 2020-2021 heating seasons. Motion carried.

 

Emergency Shelter

Motion by Van Gorp seconded by Odens to allow the Corsica Nursing Home to use the Corsica-Stickney High School as an emergency evacuation site if the need would arise. Motion carried.

 

Principal Reports

Principal Kemp informed the board that the preschool transition night for 3 year olds was recently held. She stated that it was a good turnout and they seemed to have a nice time.

Principal Fergen is looking into the possibility of adding robotics.  He will also be looking for new math curriculum. Girls’ and boys’ basketball has started and Christmas concerts and State Oral Interp have recently been completed.

 

Others

Other items discussed were archery and the proposed budget increase for K-12 this upcoming legislative session.

 

Public School Exemption

Motion by Lagge seconded by Tolsma to approve Public School Exemption (V). Motion carried.

 

Executive Session – SDCL 1-25-2 (1) Personnel Matter & SDCL 1-25-2 (3) Legal Matter

At 8:18 p.m., motion by Van Gorp seconded by Bamberg to go into executive session to discuss personnel & legal matters pursuant to SDCL 1-25-2(1) and SDCL 1-25-2(3). Motion carried. Declared out of executive session at 9:32 p.m. by President Wright.

 

School/Community Improvement Council

Prior the school board meeting there was a meeting of the School/Community Improvement Council.  Wright and Clites were the board members represented at that meeting.  They gave an update to the board of what was discussed and feedback from community members.

 

Adjourn

There being no further business, at 9:40 p.m., motion by Tolsma seconded by Bamberg to adjourn.  Motion carried.  The next regular meeting date will be Monday, January 14, 2019 at 7:30 p.m. in the study hall room of the Corsica-Stickney Elementary School.
