UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS

SPECIAL MEETING – APRIL 22, 2019 – 7:30 P.M. – CLASSROOM “A” – CORSICA-STICKNEY HIGH SCHOOL

 

A Special Meeting of the Corsica-Stickney Board of Education was held on Monday, April 22, 2019 – 7:30 p.m. in Classroom “A” of Corsica-Stickney High School. 

 

Members Present: Jeremy Wright, President; Chad Clites, Shannon Tolsma, Nicole Bamberg, Don Odens, Jennifer Van Gorp, & Jason Lagge (arrived at 7:45 p.m.).

Officers Present:  Scott Muckey, Superintendent; Andrew Fergen, Secondary Principal; and Angie Feenstra, Business Manager.

Guests Present: Toby Morris

 

President Wright called the meeting to order at 7:27 p.m. and a quorum was established. The Pledge of Allegiance preceded the approval of the meeting agenda. 

 

Open Forum

No public comments during open forum.

 

Conflict of Interest Disclosure

There were no conflicts of interest to disclose.

 

Approve Agenda

Motion by Tolsma seconded by Van Gorp to approve the agenda as presented.  Motion carried.

 

Resignation

A letter of resignation was received by Craig Wixon. Motion by Tolsma seconded by Bamberg to accept the resignation pending the finding of a suitable replacement. Motion carried.

 

Approval of Bills

Motion by Odens seconded by Clites to approve the April 22, 2019 listing of bills. Motion carried.

 

Toby Morris – Dougherty & Company LLC

Toby Morris, representative from Dougherty & Company, met with the board to discuss different funding scenarios. He presented information on tax opt-out, capital outlay certificates, and bonds. The school board will be hosting a public meeting in the future to explain how a tax opt-out would impact taxpayers along with details of the funding formula and its effect on school finances.  There will also be discussion on capital outlay certificates and bond issues for a possible building in the future. 

 

Executive Session – SDCL 1-25-2 (1) Personnel Matter & SDCL 1-25-2 (4) Contract Negotiations

At 9:15 p.m., motion by Tolsma seconded by Van Gorp to go into executive session to discuss personnel matter pursuant to SDCL 1-25-2(1) and contract negotiations pursuant to SDCL 1-25-2(4).   Motion carried.  Declared out of executive session at 10:16 p.m. by President Wright.

 

Adjourn

There being no further business, at 10:17 p.m., motion by Van Gorp seconded by Tolsma to adjourn.  Motion carried.  The next regular meeting date will be Monday May 13, 2019 at 7:30 p.m. in the study hall room of the Corsica-Stickney Elementary School.
