UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS

REGULAR MEETING – OCTOBER 12, 2016 – 7:30 P.M. – STUDY HALL ROOM – CORSICA-STICKNEY ELEMENTARY SCHOOL

 

The Regular Meeting of the Corsica-Stickney Board of Education was held on Wednesday, October 12, 2016 – 7:30 p.m. in the Study Hall Room of Corsica-Stickney Elementary School. 

 

Members Present: Jeremy Wright, President; Chad Clites, Bob Bamberg, Shannon Tolsma, Jason Lagge, Nicole Bamberg, & Don Odens.

 

Officers Present:  Scott Muckey, Superintendent; Andrew Fergen, Secondary Principal; Ferra Kemp, Elementary Principal and Angie Feenstra, Business Manager.

 

Guests: Doug Dykstra

 

Pastor Dan Ebbens opened with a prayer prior to the meeting.

 

President Wright called the meeting to order at 7:36 p.m. and a quorum was established. The Pledge of Allegiance preceded the approval of the meeting agenda.

 

Conflict of Interest Disclosure

There were not any conflicts of interest to disclose.

 

Approve Agenda

Motion by Tolsma seconded by Lagge to approve the agenda with additions as presented.  Motion carried.

 

Open Forum

Doug Dykstra with GenPro presented an LED Lighting project to the board.  There are currently state funds available at 0% interest for 10 years to cover the costs of such projects.  These funds are available on a first come first serve basis.  GenPro is a company that would come in and change out all fixtures to LED.  Their studies have shown 64% energy savings by going to all LED.  Motion by Nicole Bamberg seconded by Tolsma to start the process of getting proposals for such project.  There is no commitment to it by opening up the RFP process.  It will allow the school to get further information and determine the feasibility.  Motion carried.

 

Unfinished Business

Suburban

The 1998 Suburban recently received some damage that resulted in it being totaled.  The state bids recently opened for 2017 vehicles.  The cost of a new suburban on state bid is $41,157 from Lamb Chevrolet.  Motion by Clites seconded by Lagge to purchase a new suburban from the state bid and to turn the old suburban over to insurance.  After adding on a couple of options the total for the 2017 Suburban will be $42,217.  Motion carried.

 

Bus Barn in Stickney

The bus barn is complete in Stickney, other than some dirt work and electrical work.  An estimate of $1468.00 was received from Johnson Electric and approximately $1500.00 from 3E Electric.  Motion by Lagge seconded by Bob Bamberg to have Johnson Electric do the electric work.  Motion carried.

 

Approval of Minutes

Motion by Bob Bamberg seconded by Lagge to approve the minutes from the September 12, 2016 Regular Board Meeting. Motion carried.

 

Approval of Financial Statement

Motion by Tolsma seconded by Clites to approve the September 2016 Financial Statement.  Motion carried.

 

September 2016 Trust and Agency Report

Motion by Tolsma seconded by Lagge to approve the September 2016 Trust and Agency Report with a beginning balance of $19,087.06, disbursements of $8,246.79, receipts of $6,790.89, for an ending balance of $17,631.16.  Motion carried. 

 

Approval of Bills

Motion by Lagge seconded by Tolsma to approve the October 2016 listing of bills.  Motion carried.

 

Approval of Mid-Central Coop Minutes

Motion by Tolsma seconded by Lagge to approve the minutes of the September 15, 2016 Mid-Central Coop meeting.  Motion carried.

 

Approve Contract for SPED Evaluator

Motion by Tolsma seconded by Lagge to approve the contract for Pam Haukaas as a Special Education evaluator at a rate of $25.50/hour as needed for the 2016-2017 school year.  Motion carried.

 

Approve Employment Agreement

Motion by Clites seconded by Bob Bamberg to approve the employment agreement to Peggy Casavan as an elementary aide at $12.50/hour. Motion carried.

 

Audit Review and Exit Report

A copy of the FY 2016 audit was presented to the board for review.  Motion by Lagge seconded by Nicole Bamberg to approve the audit report. Motion carried.

 

Resolution #18 – Deposit Resolution

Motion by Bob Bamberg seconded by Clites to approve the resolution to deposit funds into BankWest (formerly First State Bank). UPON ROLL CALL VOTE: Aye – Odens, Nicole Bamberg, Lagge, Tolsma, Clites, Bob Bamberg, & Wright. Motion carried.  A copy of the resolution can be found in the business office.

 

Corsica-Stickney Report Card

Information from the Corsica-Stickney School District Report Cards and ACT Scores were presented to the board. 

 

Staff In-Service

Motion by Tolsma seconded by Bob Bamberg to allow for an additional staff in-service day on March 3rd for professional development.  REAP funds will cover the cost of the seminar.  Motion carried.   

 

Principal Reports

Fergen and Kemp both reported that they will be having Veterans’ Day programs in both schools on November 9th.

 

Others

Tractor Warranty

The warranty on the John Deere tractor will be expiring on November 11, 2016.  Motion by Clites seconded by Nicole Bamberg to buy 2 additional years and up to 1500 hours of warranty for $1189. This would be comprehensive warranty with a $100 deductible.  Motion carried.

 

 

 

Carpets at High School

Motion by Clites seconded by Tolsma to authorize the advertising of bids for carpet for the high school to replace the original carpets.  Bids will be opened at the November 14th board meeting. Motion carried.

 

Other items discussed were fixing the concrete bridge by the Corsica elementary school, upcoming early dismissals and the new procurement standards that the food service has to follow.

There being no further business, at 10:52 p.m., motion by Tolsma seconded by Nicole Bamberg to adjourn.  Motion carried.  The next regular meeting date will be Monday, November 14, 2016 at 7:30 p.m. in Classroom “A” of the Corsica-Stickney High School.
