UNAPPROVED MINUTES OF OFFICIAL PROCEEDINGS
REGULAR MEETING – MAY 8, 2017 – 6:30 P.M. –
CLASSROOM “A” – CORSICA-STICKNEY HIGH SCHOOL
The Regular Meeting of the Corsica-Stickney Board
of Education was held on Monday, May 8, 2017 – 6:30 p.m. in Classroom “A” of
Corsica-Stickney High School.
Members Present: Jeremy Wright, President; Chad
Clites, Bob Bamberg, Shannon Tolsma, Jason Lagge, Nicole Bamberg & Don
Odens.
Officers Present:
Scott Muckey, Superintendent; Andrew Fergen, Secondary Principal; Ferra
Kemp, Elementary Principal and Angie Feenstra, Business Manager.
Guests Present: Patrons of the Community and
representatives with Governors’ Housing Program
President Wright called the meeting to order at 6:35
p.m. and a quorum was established.
Representatives from the Governors Housing
program and District III Development were available to answer questions
regarding the Governors Housing projects.
Many questions were asked in regards to eligibility and lease to own
options. At 7:45 p.m. the board recessed
for a short time in order to move from the gym back to classroom “A”.
A silent prayer and pledge of allegiance preceded
the approval of the agenda.
Motion by B. Bamberg seconded by N. Bamberg to
approve the agenda with additions and deletions as presented. Motion carried.
Motion by Clites seconded by B. Bamberg to
acknowledge the following disclosures: Shannon Tolsma, co-owner of Tolsma
Construction, has submitted a bid for the ceiling project at the Corsica
Elementary gym; Jason Lagge is employed by Rexwinkel Concrete who submitted a
quote for concrete repairs around the facilities; the Corsica-Stickney Board of
Education determines these conflicts are fair, reasonable, and not contrary to
the public interest. (SDCL 3-23-6) Motion carried.
Roofing
– Jr. High Building
Roy
Johnson Roofing has submitted roofing repair estimates. Motion by Tolsma seconded by N. Bamberg to repair
the roof of the Jr. High addition for $12,696.00 and the Stickney gym roof for
$14,000.00. Motion carried.
Corsica
Elementary School Gym Ceiling
Quotes were received to replace the gym ceiling
in the Corsica Elementary. Tolsma
Construction submitted a quote of $16,900.00 and D&L Construction’s quote
was $19,555.00. Motion by Lagge seconded
by B. Bamberg to accept the quote from Tolsma Construction. Motion carried with Tolsma abstaining from
voting.
Lighting Project
The school was notified that the lighting project
is expected to start sometime in July.
Motion by Lagge seconded by N. Bamberg to approve
the minutes from the April 10, 2017 Regular Board Meeting. Motion carried.
Motion by Tolsma seconded by Odens to approve the
April 2017 Financial Statement. Motion carried.
Motion by N. Bamberg seconded by B. Bamberg to
approve the April 2017 Trust and Agency Report with a beginning balance of
$22,180.62, disbursements of $3,707.41, receipts of $3,833.71, for an ending
balance of $22,306.92. Motion
carried.
Motion by Lagge seconded by N. Bamberg to approve
the May 2017 listing of bills. Motion
carried.
Motion by B. Bamberg seconded by Lagge to approve
the minutes of the April 13, 2017 Mid-Central Coop meeting. Motion carried.
Motion by Tolsma seconded by B. Bamberg to
approve the minutes of the May 4, 2017 Core Education Coop meeting. Motion carried.
The board set the next meeting of the
School/Community Improvement Council Meeting for 6:30 p.m. on June 19, 2017 in
the Stickney Elementary Study Hall Room.
Motion by Tolsma seconded by Clites to approve
the 2017-2018 Comprehensive SPED Plan. Motion carried.
The principal updates for the month included
cheer, Title Fun Night, transition days/nights for Preschool, Kindergarten
& 6th graders, and curriculum updates.
Motion by B. Bamberg seconded by Lagge to approve the purchase of new
History & Accounting curriculum. Motion carried.
Motion by Tolsma seconded by Lagge to vote for Steve
Moore as the District II representative for the SDHSAA board. Motion carried.
Motion by N. Bamberg seconded by Odens to vote Yes
to the proposed amendment to the Constitution and bylaws of SDHSAA. Motion
carried.
A number of maintenance items were discussed
including over-seeding some of the football field grass, painting in the high
school, and concrete repairs. Motion by B.
Bamberg seconded by Tolsma to approve Rexwinkel Concrete to do the needed
concrete repairs. Motion carried with
Lagge abstaining from voting.
Motion by N. Bamberg seconded by Clites to approve
the 2017-2018 Negotiated Agreements and issue amended contracts to all
certified staff. $250 will be added to
certified salaries and $25/month will be added toward the school insurance. Classified employees will be receiving an
additional $0.10/hour. Administration
salaries will stay the same. Motion
carried.
Business Manager Feenstra presented the
Preliminary Budget for board review. Motion by Clites seconded by Odens to
approve the 2017-2018 Preliminary Budget as presented. Motion carried.
Motion by Odens seconded by N. Bamberg to declare
the old pole vault pits as surplus.
Motion carried.
At 9:56 p.m., motion by B.
Bamberg seconded by Tolsma to go into executive session to discuss personnel
matters & negotiations pursuant to SDCL 1-25-2(1) and 1-25-2(4). Motion carried. Declared out of executive session at 11:12
p.m. by President Wright.
More discussion was held on the Governor’s
Housing project. The board decided they
would like to have another public meeting to hopefully get some more public
input in regards to the housing project.
There will be a public meeting on June 7, 2017 at 7 p.m. in the Stickney
Elementary Gym.
There being no further business, at 11:29 p.m., motion
by Tolsma seconded by N. Bamberg to
adjourn. Motion carried. The next regular meeting date will be Monday
June 19, 2017 at 7:30 p.m. in the study hall room of the Corsica-Stickney
Elementary School.
