REGULAR
MEETING – DECEMBER 12, 2016 – 7:30 P.M. – CLASSROOM “A” – CORSICA-STICKNEY HIGH
SCHOOL
The
Regular Meeting of the Corsica-Stickney Board of Education was held on Monday,
December 12, 2016 – 7:30 p.m. in the study hall room of Corsica-Stickney
Elementary School.
Members
Present: Jeremy Wright, President; Chad Clites, Bob Bamberg, Shannon Tolsma,
Jason Lagge, & Don Odens.
Members
Absent: Nicole Bamberg
Officers
Present: Scott Muckey, Superintendent; Andrew
Fergen, Secondary Principal; Ferra Kemp, Elementary Principal and Angie
Feenstra, Business Manager.
Guests
Present: Doug Dykstra, Mike Davis, Phyllis Pennings, & Cheryl Dethlefsen
President
Wright called the meeting to order at 7:38 p.m. and a quorum was established.
The Pledge of Allegiance preceded the approval of the meeting agenda.
Motion
by Lagge seconded by Tolsma to approve the agenda with additions as
presented. Motion carried.
There
were no conflicts of interest to disclose.
Mike
Davis updated the board on the music program.
He talked about the different items the Music Boosters have been
fundraising for and the things they have helped purchase. The Davis’ have made a prioritized list of
updates they would like for the vocal and band programs in the upcoming
years. Tolsma made a motion and Lagge
seconded that motion to give the music program $6,000.00 to get some of the
updated equipment they would need. Motion
carried.
Gen Pro
– Lighting Project
Gen Pro
submitted the only proposal for the lighting project. The proposal for the Stickney Elementary
school was $64,926.99, with an estimated return on investment (ROI) of 5.18
years. The Corsica High school was $67,915.09, with an estimated ROI of 5.38
years. The Corsica Elementary school was $24,921.81 with an estimated ROI of
5.57 years. The football field was
$174,935.69 with an estimated ROI of 17.56 years. The state does not currently have any funding
available but by agreeing to the proposal we would be put at the top of the
list for next year’s funding. The
funding would provide 0% interest for 10 years.
GenPro’s guarantee is if the school doesn’t see the cost savings they
predict then they would pay the difference to the school. Motion by B. Bamberg seconded by Clites to
move forward with the lighting project in all three buildings. The board determined the football field was
not practical. Motion carried.

by Lagge seconded by Odens to approve the minutes from the November 14, 2016
Regular Board Meeting. Motion carried.
Motion
by Tolsma seconded by Clites to approve the November 2016 Financial
Statement. Motion carried.
Motion
by Tolsma seconded by Lagge to approve the November 2016 Trust and Agency
Report with a beginning balance of $22,853.35, disbursements of $21,727.46,
receipts of $20,883.96, for an ending balance of $22,009.85. Motion carried.
Motion
by B. Bamberg seconded by Odens to approve the December 2016 listing of
bills. Motion carried.
Motion
by Lagge seconded by B. Bamberg to approve the minutes of the November 17, 2016
Mid-Central Coop meeting. Motion
carried.
Motion
by Tolsma seconded by Lagge to approve the minutes of the November 17, 2016
Core Education Coop meeting. Motion
carried.
Motion
by Clites seconded by B. Bamberg to approve the senior trip to Pierre to
observe the legislature for February 6th, 2017. Motion carried.
Motion
by Lagge seconded by Odens to set the 2017 school board election for Tuesday,
June 20, 2017. Voters from Aurora &
Davison counties will vote at the Corsica-Stickney Elementary School and
Douglas county voters will vote at the Corsica-Stickney High School. Business
manager will contact some election officials for both precincts. Motion
carried.
Motion
by Lagge seconded by Clites to declare the old football lights as surplus at
zero value. Motion carried.
Principal
Fergen gave updates on the winter sports and one-act plays that have started.
Principal Kemp reported that the elementary students won the Aurora County
Challenge (food drive). She also
reported on the hoop shoot contests as well as the plan for the Elementary
students to go to Armour for a movie as part of their Christmas Party.
Other
items discussed were bus repairs (transmission out on #2), bus grants
available, the gym roof at the Corsica elementary building, dishwasher repairs,
and rain gutters on bus barn in Stickney.
The board will be doing facility walk-throughs before the next couple of
meetings to determine needs that each facility may need. There will be a community church service on
July 2 in the Corsica Gym in conjunction with the All-School Reunion. Next month we will have a community
improvement council meeting prior to the board meeting.
There
being no further business, at 10:13 p.m., motion by B. Bamberg seconded by Lagge
to adjourn. Motion carried. The next regular meeting date will be Wednesday,
January 11, 2017 at 7:30 p.m. in the Study Hall Room of the Corsica-Stickney Elementary
School.
