REGULAR MEETING JULY 14, 2014 7:36 P.M. CLASSROOM

The Regular Meeting of the Corsica Board of Education was held on Monday, July 14, 2014. The 2014-2015 Budget Hearing preceded the regular meeting. With final figures incomplete until the end of August, the budget will be adopted at the September 2014 board meeting. The budget hearing closed at 7:38 p.m.
Board Members Present: Jeremy Wright, Bob Bamberg, Vanessa Miiller, Kent DeBoer, Jason Lagge, Nicole Bamberg, Jared Gerlach.
Officers Present: Vern DeGeest, Superintendent; Scott Muckey, Secondary Principal and Merna Bye, Business Manager.
President Wright called the regular meeting to order at 7:39 p.m. and a quorum was established.
Motion by DeBoer seconded by Nicole Bamberg to approve the agenda with the additions as presented. Carried.
Motion by Miiller seconded by DeBoer to approve the June 9, 2014 Regular Meeting Minutes and the June 19, 2014 Special Meeting Minutes. Carried.
Motion by DeBoer seconded by Gerlach to approve the June 2014 Financial Statement. Carried.
Motion by Lagge seconded by Miiller to approve the June 2014 Trust and Agency Report with a beginning balance of $10,653.12, disbursements of $485.81 receipts of $2,007.58 for an ending balance of $12,174.89. Carried. The FY 2014 year end Trust and Agency Report was also presented.
Motion by Miiller seconded by Bob Bamberg to approve the July 2014 listing of bills as presented. Motion carried.
Motion by Lagge seconded by DeBoer to approve the July 2014 Mid-Central Co-op minutes. Carried.
One Year Board of
Education Appointments
Upon the recommendation of the Corsica Board of Education President, motion by Lagge seconded by Nicole Bamberg to appoint Robert Bamberg and Vanessa Miiller each to a one-year term on the Corsica Board of Education. Carried.

Oaths of Office
Incumbent Board Member Nicole Bamberg signed her oath of office beginning a three year term on the Board of Education. Vanessa Miiller and Robert Bamberg signed oaths filling a one-year appointment to the board. Business Manager Bye signed an oath of office for FY 2015 fiscal year.
Motion by Bob Bamberg seconded by Lagge to nominate Jeremy Wright for Board President for 2014-2015. Motion by Nicole Bamberg seconded by Miiller that nominations cease and to cast a unanimous ballot for Jeremy Wright. Motion carried with all present voting aye.
Election of 2014-2015
Vice-President
Motion by Bob Bamberg seconded by Miiller to nominate Nicole Bamberg for Vice-President. Motion by Nicole Bamberg seconded by Lagge to nominate Bob Bamberg for Vice-President. DeBoer moved seconded by Miiller that nominations cease upon paper ballot vote Bob Bamberg received four (4) votes and Nicole Bamberg received (3) votes. Bob Bamberg will 2014-2015 Vice-President.
2014-2015 Designations
Motion by Lagge to designate Bank of the West of Corsica, First State Bank of Armour and SD FIT as official depositories; Merna Bye and Vern DeGeest as custodians of school accounts; Douglas County Publishing as official newspaper and Braley Law Office as the school attorney with Swier Law Firm being used on some occasions. Motion seconded by DeBoer and carried. The school proceedings are also placed on the schools website.
Motion by Bob Bamberg to set the second Monday of each month as the regular school board meeting dates except for the August 2014 meeting which will be Monday, August 18, 2014. The meeting times will be 7:30 p.m. with ClassroomA at the high school being used as the regular meeting place. Motion seconded by Lagge and carried. The school board agendas will be placed on the district website.
Lagge moved to authorize Vern DeGeest to institute the school lunch agreement for 2014-2015 school year. Seconded by Nicole Bamberg and carried.
Set Lunch Prices for
2014-2015
Motion by Bob Bamberg to increase the breakfast and lunch prices .10 cents for the 2014-2015 School Year. Seconded by Miiller and carried. The breakfast prices will be $1.55 K-12 and $1.85 for adults. Lunch prices will be $2.35 for K-4; $2.80 for 5-12 and $3.35 for adults.
Reduces price lunch and breakfast is .40 cents.
Parliamentary
Procedure
Motion by Miiller seconded by Nicole Bamberg to designate Roberts Rules of Order as the parliamentary procedure for school board meetings. Carried.

Motion by Miiller seconded by DeBoer to authorize the business manager to invest and reinvest school funds in an institution, which serves the greatest advantage to the school district. UPON ROLL CALL VOTE: Aye Gerlach, Nicole Bamberg, Lagge, DeBoer, Miiller, Bob Bamberg and Wright. Carried.
Lagge moved to appoint the Superintendent and Principal as Truancy Officers. Seconded by Gerlach and carried.
School Closings
Motion by Lagge seconded by Miiller to designate Superintendent DeGeest who will then use the line-of-authority to close school for emergency situations and inclement weather. Motion carried.
Kitchen/Gym Rental
Nicole Bamberg moved seconded by DeBoer to leave the
elementary and high school gym and high school kitchen area and commons rent the
same as last school year. Carried.
Motion by DeBoer seconded by Nicole Bamberg to leave the season activity passes and admission prices the same as the 2013-2014 school year. Carried. Those prices are Family pass $60.00; adult pass $30.00; single pass $10.00. Regular gate admission will be $5.00 for adults and $3.00 for students. Senior citizens (65 plus) free with either a Corsica or Stickney school district senior citizen pass.
Student Insurances
Motion by DeBoer to provide all students information on the Delta Dental and
Student Assurance Services and to approve the catastrophic insurances as recommended by the SDHSAA to those who participate in high school activities. Seconded by Gerlach and carried.
Board of Education Policies
and Procedures Manuals
Motion by Miiller seconded by Nicole Bamberg that the Corsica School District Policy and Procedure Manual and the ASBSD School Board Handbook, the Negotiated Agreements Manual and the Mid-Central Special Education Manual serve as our guidelines and shall be employed by all school personnel. Carried. All manuals are on file and available in the central office.
Non-Discrimination Policy
Motion by DeBoer seconded
by Miiller to approve the districts Non-Discrimination Policy. Carried.
School District Assurance Statements
Motion by Gerlach seconded
by Nicole Bamberg to approve the School District Assurance Statements for the
2014-2015 school year. Carried.
Establish Mileage, Room and Meal Rates
Motion by Lagge seconded
by Nicole Bamberg to leave the lodging at single room rate, mileage at state
rate and the meal allowance the same at $20.00 per day for 2014-2015 ($5.00
breakfast, $7.00 dinner and $8.00 supper) for state sponsored events only. Carried.

Student Handbook and Laptop Handbook for 2014-2015
The 2014 -2015
Handbooks are on-line at www.corsica.k12.sd.us. Motion by Lagge seconded by Bob Bamberg
to approve the handbook. Carried.
Public School Exemption Certificates

seconded by Bob Bamberg to approve Public School Exemption Certificates H and
I. Carried.
Others
Other items
discussed were the SDHSAA runoff election results, bussing update, setting the
official special meeting to canvass the special school consolidation election
for July 30, 2014, Joint School Committee Meeting set for Tuesday, August 5,
2014 at 7:00 p.m. in Stickney and obtaining a load of gravel for fill-in
purposes in and around the high school property.

further business, at 9:22 p.m., motion by Bob Bamberg to adjourn. Seconded by DeBoer and carried. The next regular meeting will be held Monday,
August 18, 2014 at 7:30 p.m. in Classroom A of the high school.
